What Merge PDF does

A PDF is a container: each page is an independent object with its own size, rotation and embedded fonts, held together by a cross-reference table that says where everything lives in the file. Merging is therefore not a conversion. The pages themselves are copied across intact, along with the fonts and images they depend on, and a fresh cross-reference table is written for the combined document.

That is why merging does not degrade anything. A scanned page stays exactly the scan it was, a vector diagram stays vector, and text stays selectable and searchable. Nothing is rasterised, re-compressed or re-flowed — the only thing that changes is which document the pages belong to.

When to use it

Applications that want one file
Visa, mortgage and university portals routinely accept a single upload. Merging a passport scan, a bank statement and a reference letter into one document is often the only way to satisfy the form.
Scans that came out in pieces
Sheet-fed scanners frequently produce one PDF per page or per batch. Merging in order rebuilds the original document without rescanning anything.
Reports assembled from several tools
A cover page from a word processor, charts exported from a spreadsheet and an appendix from somewhere else become one document, each part keeping the formatting its own program produced.
Archiving related paperwork
Invoices, receipts and correspondence for one matter are easier to find years later as a single file with a sensible name than as a folder of numbered fragments.

Merge PDF settings explained

File order
Documents are merged top to bottom in the list. The up and down controls move a file one position at a time, which is more precise on a phone than dragging, and the order is fixed before any processing starts.
Page count
Each added file shows how many pages it contains, so you can confirm the total before merging and spot a truncated or wrong file without opening it separately.
Number of files
No limit is imposed on how many documents you combine. Every page from every file is copied in full, so the practical ceiling is your device's memory rather than a rule.
Output
A single file named freetools-merged.pdf, with the combined page count reported when it finishes. Original files are untouched on your device.

Limits and what to expect

  • Documents locked with an open password cannot be read and must be unlocked in the program that created them first.
  • Pages keep their own dimensions, so mixing A4 and Letter produces a document with pages of two sizes.
  • Bookmarks, form fields and annotations are not carried across — only the pages themselves.
  • The merged file is roughly the sum of the originals; merging does not compress anything.
  • Very large jobs are limited by your device's available memory, since every document is held open at once.

Troubleshooting

"That file could not be read as a PDF"
The document is either corrupt or protected with an open password. Restriction passwords that only limit printing or copying are handled fine; a password required to view the file is not, and has to be removed in the original application.
The merged pages are different sizes
Each page keeps the dimensions it had in its source document, which is what preserves quality. If you need uniform pages, standardise the page size in the program that produced them before merging.
The pages came out in the wrong order
Files merge in the order shown in the list, not the order you added them or their filenames. Use the up and down controls to arrange the list before pressing merge — the preview order is exactly the output order.
The result is very large
Merging is additive and never re-compresses, so ten 2 MB files make a roughly 20 MB document. Run the result through the PDF compressor if the combined size is a problem.

Your files and your privacy

Every document is read into the browser tab and combined there using a PDF library running on your own device. No file is uploaded, no copy is written to a server, and nothing persists once the tab closes. For merging in particular that is worth stating plainly, because the documents people combine are usually identity papers, bank statements and contracts.

FAQ

Does merging reduce the quality of my PDFs?

No. Pages are copied as complete objects with their fonts and images intact, not re-encoded. A scan stays the same scan, vector graphics stay vector, and text stays selectable and searchable. Nothing is rasterised or re-compressed at any point.

How many PDFs can I merge at once?

There is no imposed limit. Because every document is held in memory while the merge runs, the practical ceiling is your device — a few dozen ordinary documents is comfortable on a normal laptop or phone.

Can I merge password-protected PDFs?

Only if the password restricts permissions rather than opening. Files that merely prevent printing or copying are read normally. A file that demands a password before it will open cannot be read here and must be unlocked first in the application that created it.

Will the merged file keep bookmarks and form fields?

No. The merge copies pages, so text, images, fonts and page dimensions all survive, but document-level structures — bookmarks, outlines, interactive form fields and annotations — are not carried into the new document.

How do I change the order of the pages?

Order the files in the list before merging, using the up and down controls. If you need to rearrange individual pages rather than whole documents, merge first and then reorder the pages in the combined file.

Are my documents uploaded to a server?

No. The files are read and combined entirely inside your browser, and the tool works with the network disconnected. Nothing is transmitted, stored or logged at any stage.
